Axle is seeking a highly ambitious, adaptable, structured, and detail-oriented Scientific Program Analyst to join our vibrant team at the National Institutes of Health (NIH) supporting the National Institute of Neurological Disorders and Stroke (NINDS) located in Rockville, MD.
Overall Position Summary and Objectives Under this task order, the contractor will independently provide support services to satisfy the overall operational objectives of the National Institute of Neurological Disorders and Stroke. The primary objective is to provide services and deliverables through performance of support services.
Deliverables:
Work products and documents related to analyzing program activities to identify issues and develop recommendations for improvement; analyze business and operating procedures; plan study of work problems and procedures; develop quarterly reports from data and updates. – Ad-Hoc
Work products and documents related to providing technical and management support to staff; schedule conference calls and/or site visits; develop the agenda and logistics for meetings of investigators; coordinate activities related to data sharing and management. – Ad-Hoc
Work products and documents related to developing and facilitating reporting; provide regular updates and communication; develop, negotiate, track and evaluate yearly milestones and progress reports from awardees; prepare dossier for each award and the program; develop presentations for conferences. – Ad-Hoc
Work products and documents related to managing the program budget; monitor and track program expenditures; maintain fiscal oversight over office awards and contracts; track awards and obligation of funds; ensure adequate funds for program coverage. – Ad-Hoc
Work products and documents related to generating budget reports of program funds; consolidate financial data for budget presentations; provide overview of the financial status of operations; maintain internal records and analyze proposed funding plans. – Ad-Hoc
Work products and documents related to developing and updating SOPs and guidelines; search records and files; review and summarize materials and data; gather and coordinate information for review; conduct data entry and file maintenance; edit and/or prepare text, data and charts. – Ad-Hoc
Work Details:
Work with staff on developing the agenda and logistics for meetings of investigators, and coordinating activities related to data sharing and management.
Develop and facilitate various reporting needs unique to the organization; utilize a wide range of computer-based software, in particular Excel and other databases.
Provide regular updates and communication with the science officers (program directors from various NIH ICs who are current members of the program working groups).
Work with staff to prepare dossier for each grant-award and the program, including developing presentations for conferences.
Collaborate with staff on the management of program budget, including a wide range of administrative and analytical duties; monitor and track overlap in Other Support. pro-gram expenditures; maintain fiscal oversight over office awards and contracts; track awards and obligation of funds; ensure adequate funds for program coverage.
Generate weekly, quarterly and various other budget reports of program funds for inter-nal use, for senior management, and as requested by the program officers.
Consolidate data for presentations and provide overview of the status of operations; maintain internal records and analyze proposed funding plans to identify trends, surplus or shortage of funds; recommend new or changed methods or procedures for monitor-ing/tracking information.
Work with staff to schedule periodic conference calls and/or site visits, including web-based assisted tools.
Develop and update standard operating procedures (SOPs) and guidelines for implemen-tation of programmatic and administrative activities.
Perform portfolio analyses; search records and files, the internet, background materials and precedent references.
Obtain information and data for staff; review and summarize materials and data; gather and coordinate information for review; conduct data entry and file maintenance; edit and/or prepare text, data and charts.
Respond to inquiries and requests for information regarding application status.
Provide support to the upper level management and ad hoc expert committees.
Provide administrative support by conducting research, preparing statistical reports, handling information requests, and performing clerical functions such as preparing cor-respondence, arranging conference calls and scheduling meetings.
Coding of applications into the appropriate categories.
Analyze program activities, via internal systems and/or NIH enterprise systems, to identify issues and resolve according to NIH policies. develop recommendations for improvement. 1
Analyze business and operating procedures to devise the most efficient methods of accomplishing work; plan study of work problems and procedures, such as communications, information flow, integrated databases, inventory or analysis of funding plans. 2
Provide technical and management support to program staff during execution of day-to-day functions, planning and implementation of projects, including setting priorities, managing assigned tasks, monitoring project status, reviewing deliverables and providing status updates. 3

Minimum Education
Master’s
Additional Qualifications:
Certifications & Licenses
Ph.D in Neuroscience or related discipline preferred but not required.
