About the Job: The Division Director oversees the operations of the Clinical Microbiology Laboratory in the Indiana State Department of Health Laboratory; and assures the compliance of the local and federal regulatory guidelines. This position provides leadership to assure that the laboratory provides relevant and accurate scientific data essential for infectious disease surveillance, prevention, and control. The Division Director resses legal/contractual issues, strategic planning, fiscal responsibility and billing, quality assurance and licensure and helps develop laboratory-related public health policy. The Division Director maintains current knowledge and evaluates division performance. The Division Director serves as liaison with the Information Technology staff to ensure the laboratory information management system meets the business needs of the laboratory and provides oversight to projects related to electronic laboratory reporting and health information exchange with partner agencies. Incumbent works independently and is an expert of clinical microbiology laboratory testing. Both IDOH and external parties rely on this position to provide timely and accurate information regarding laboratory results as well as policies and procedures. This position develops and implements all matters related to clnical microbiology testing. Incumbent serves on Senior Staff in overall management of the Indiana State Department of Health (ISDH) Laboratories. This position reports to the ISDH laboratory director and works with subordinate laboratory supervisors and microbiologists, other agency staff such as epidemiologists and public affairs representatives, private laboratory representatives and officials from local, Federal and State agencies. These contacts are critical for timely and accurate communication as well as transference of expertise in the area of laboratory testing, policies, and procedures. A Day in the Life: The essential functions of this roles are as follows: Oversees the development, implementation, and maintenance of laboratories activities. Reviews, edits and updates standard operating procedures and operation related policies. Monitors and reviews operational expenditures in the division. Enhances billing capabilities; plans and budgets for cost effective laboratory operation. Assures the staff is sufficiently cross trained to provide adequate coverage in all areas. Oversees the development, completion and maintenance of the laboratory information management system for the division. Collaborates with partners internally and externally to achieve the agency goals. Prepares summary reports and applies for funding opportunities. Specific duties include: Directs clinical microbiology testing laboratory. Supervises supervisory microbiologists and oversees laboratory personnel to support effective operations and responses. Assures compliance with local and federal regulatory guidelines applicable to the division. Acts as Subject Matter Expert and Technical Supervisor for clinical virology testing. Establishes program goals, priorities, and methodologies. Reviews, edits and updates standard operating procedures and operation related policies. Monitors and reviews operational expenditures in the division. Enhances billing capabilities, plans and budgets for cost effective laboratory operation. Assures the staff is sufficiently cross trained to provide adequate coverage in all areas. Oversees the development, completion and maintenance of the laboratory information management system for the division. Collaborates with partners internally and externally to achieve the agency goals. Prepares summary reports and applies for funding opportunities. Assists Laboratory Director in evaluating proposed programs in topic area. Able to work collegially with other division directors and partners. Extensive knowledge of appropriate laboratory procedures, protocols and safety issues. Extensive knowledge of all source materials and references, including Federal and State laws governing covered programs; good understanding of CLIA guidelines. Able to maintain effective working relationships with customers, including epidemiologists and local health departments. Extensive knowledge of quality assurance including proficiency testing, quality control, and laboratory procedures, as well as method verification and validation procedures Working knowledge of epidemiology and public health. Thorough knowledge of laboratory equipment, instrumentation, and terminology of the subject areas. Knowledge of the hazards of working with potentially infectious materials and the appropriate safety precautions to avoid infections. Capable of understanding and accurately following complex oral and written instructions and of reading technical materials. Capable of independent work with minimal supervision. Demonstrates excellent organization skills. Capable of clear and professional verbal and written communication. Able to acquire effective understanding of laboratory information management system. Able to comprehend, analyze, interpret and correlate technical material. Able to develop and implement new principles, policies and testing procedures. Able to communicate orally and in writing to a variety of audiences. Supervisory Responsibilities/Direct Reports: This role provides direct supervision for one or more staff members.
