Job Summary:
Aptive is seeking a highly analytical and detail-oriented Data Scientist to support the Veterans Health Administration (VHA) in advancing operational performance, healthcare delivery, and digital transformation efforts under the Electronic Health Record Modernization (EHRM) program. This role is central to the management and integrity of data used across performance dashboards, operational tools, and analytic products.

 

As a Data Scientist, you will provide expertise in evaluation design and methodology, data collection, data analysis, data profiling, data mining, data modeling, and data visualization. The Data Scientist will navigate complex, data-intensive systems to extract, integrate, and analyze relevant data. This role involves leading teams in the design and development of algorithms, models, and data systems that generate actionable insights. The candidate will leverage appropriate tools and technologies to transform disparate data sets into meaningful, objective analyses that inform strategic decision-making. Ultimately, the candidate will be responsible for delivering a comprehensive understanding of data, its implications, and its application to client objectives.

 

Primary Responsibilities:
Apply expertise in computer and information science to support VHA’s Electronic Health Record Modernization (EHRM) program, advancing digital health, public health initiatives, and clinical operations through tailored data science solutions.

Design and implement innovative analytical approaches to address complex evaluation challenges related to performance management, care delivery optimization, and operational transformation.

Lead a team of data analysts and informaticists in the development and delivery of evaluation frameworks, statistical analyses, and data-driven recommendations specific to VHA’s EHRM Implementation and Issue Management initiatives.

Develop customized methodologies for evaluating program outcomes, validating data integrity, and assessing key performance indicators across EHRM operational dashboards and decision support tools.

Mentor and guide junior team members by creating tailored training materials, reusable datasets, and documented analytic workflows to support continuous skill development and project success.

Collaborate with client stakeholders to define analytic needs, translate them into actionable research questions, and deliver clear, data-informed insights that improve healthcare operations and digital transformation outcomes.

Minimum Qualifications:
PhD. in a quantitative field such as Computer Science, Statistics, or Mathematics (or related)

10 years professional experience in healthcare and/or Federal government programs data science, data mining, data analysis, business process analysis

EHR Experience (Oracle Cerner Preferred): Strong understanding of electronic health record (EHR) systems, including workflows, data integration, and system configuration. Demonstrated ability to support healthcare operations and improve clinical efficiency through effective use of EHR solutions. Experience with Oracle Cerner preferred.

Demonstrated experience in data analytics and predictive modeling, data management, integration, and interoperability, strategic analysis, critical path problem solving, stakeholder engagement, team building

Prior experience with metadata management to include meta-tagging

Previous experience working in an Agile Team setting and using Agile management tools such as Jira

Experience with statistical analysis methods to include classification, collaborative filtering, association rules, sentiment analysis, topic modeling, time-series analysis, regression, statistical inference, and/or validation methods

Ability to obtain and maintain public trust clearance.

Desired Qualifications:
Familiarity with VHA data systems and Veteran populations.

Strong organizational, analytical, and prioritization skills.

Experience in fast-paced environments requiring high attention to detail.

Demonstrated ability to support and lead data-focused workstreams across technical and non-technical teams.
