Overview:
The Behavioral Health Quality Manager is responsible for leading and overseeing all quality, safety, regulatory, and
accreditation activities across Home Services (Home Health and DME) locations. This role ensures compliance with
CMS, ACHC, and state-specific Home Health and DME standards while driving continuous improvement initiatives
across Home Services. The quality manager will supervise Home Health/DME Quality Coordinator(s) and collaborate
with clinical, administrative, and executive teams to promote a culture of safety and excellence.
Responsibilities:
- Quality Improvement: Develop, implement and monitor quality improvement plans aligned with organizational goals and regulatory standards. Facilitate multidisciplinary performance improvement teams focused on improving home health outcomes. Serve as liaison to hospital quality, compliance and risk management. Analyze data trends and utilize effective data visualization tools to provide actionable insight to entity-specific leadership.
- Accreditation Compliance: Lead accrediting organization (i.e. ACHC) and CMS compliance activities, including ongoing proactive tracers and risk assessments, mock surveys and corrective action plans that ensure ongoing compliance and licensure success.
- Event Analysis: Oversee incident reporting, root cause analysis and quality/safety event reviews specific to home health/DME and collaborate across teams and stakeholder groups to ensure strong corrective action plans for necessary improvement efforts.
- Training & Development: Lead initiatives to educate staff and leaders in quality principles, service excellence, process improvement and communication best practices as it relates to the home health/DME patient. Cultivate a culture of accountability and empathy through targeted education and mentorship.
- Stakeholder Engagement: Serve as a liaison between health system, hospital leadership, patients, and community partners to foster transparency and trust. Partner with clinical, administration and operational teams to integrate best practices.
- Financial and Resource Management: Manage department budget for home health/DME quality initiatives and program, assess cost-effectiveness of interventions, align resource allocation with priorities for sustainable improvements.
Qualifications:
- Associate’s degree in clinical field required
- Clinical licensure (RN, PharmD, RT, PT, LCSW etc.) required
- Bachelor’s degree in healthcare related field preferred
- Minimum 2 years in home health setting
- Minimum 1 year in quality/performance improvement or risk role in a healthcare setting required
- Expertise in national standards and compliance frameworks (ACHC, CMS Quality Reporting etc.)
Licensure in a clinical field required
Certified Professional in Healthcare Quality – preferred
Lean six sigma – preferred
- Demonstrated ability to self-organize and manage time to meet deadlines and manage competing priorities
- Strong written and verbal communication skills, able to lead meetings, present findings, and facilitate interdisciplinary collaboration
- Understanding of CMS Conditions of Participation and home health/DME
- Proficient in use of organized performance improvement methodology (PDSA, lean, RCA etc.)
- Experience training teams on quality tools, regulatory compliance updates, and performance improvement techniques
- Knowledge of incident reporting system, risk mitigation strategies, and compliance protocols
- Ability to interpret clinical and operational data and use analytics tools such as excel, Tableau or Power BI
- Experience with and insight into home health clinical workflows, care transitions and service line performance across departments
- Ability to align quality and performance goals with system-wide strategic initiatives · Skilled in leading cross-functional initiatives, managing timelines, and delivering measurable outcomes · Ability to guide teams through process redesign, culture shifts, and adoption of new standards
