The Los Angeles Department of Building and Safety (LADBS) seeks two Quality Assurance (QA) Engineers to support Quality Assurance and User Acceptance Testing (UAT) for the implementation of Clariti, a Salesforce-based solution, as part of the LA City Permitting System (LACPS), as well as for internal systems testing. The QA Engineers will collaborate with the vendor (Client) to conduct UAT for Clariti, learning LADBS business workflows and system functions, reviewing and executing vendor-prepared test cases, facilitating UAT sessions with staff, and tracking defects in Jira. They will also participate in defect triage, ensure regression testing of retested items, and validate Zephyr test coverage for user story traceability. For internally developed LADBS applications, the QA Engineers will establish QA test environments, implement standardized practices per the LADBS QA Project Plan, create and maintain reusable test cases and regression suites, and verify build health in coordination with developers. They will manage Jira/Zephyr for test and issue tracking, conduct QA reviews with stakeholders, and maintain dashboards and test progress reports. Additionally, they will support project management by coordinating across teams, refining the QA task backlog, and documenting test cases.

Task List:

Learn LADBS business workflows and Clariti (Salesforce-based) system functions.

Review, validate, and execute UAT test cases prepared by the vendor.

Facilitate UAT sessions with LADBS staff and track defects in Jira.

Participate in defect triage and ensure regression testing is completed for retested items.

Review Zephyr test coverage and confirm user story traceability.

Internal LADBS Application QA

Set up QA test environments for LADBS-developed systems.

Implement standardized QA practices as outlined in the LADBS QA Project Plan.

Author and maintain reusable test cases and regression suites.

Coordinate with developers to verify build health before deeper test execution for LADBS internal apps.

Configure and maintain Jira/Zephyr for test management and issue tracking.

Conduct internal QA reviews with developers, analysts, and project managers.

Maintain QA dashboards and test progress reports.

Coordinate with developers, analysts, business units, and vendors.

Assist in backlog refinement for QA tasks and testcase documentation.

Participate in daily stand-ups, sprint planning, and release review meetings.

Work Products and Outcomes: Contractor shall meet the following key high-level work products and outcomes:

Provide UAT Execution Summary Reports (Clariti)

Prepare internal QA test plans and SOPs

Prepare Jira and Zephyr configuration and usage guides

Develop and maintain QA Dashboard with metrics (coverage, bugs, velocity)

Create and update documentation for QA Environment setup

Deliver monthly progress reports

Other related tasks identified by LADBS.

Performance Specifications: The qualified candidate must possess the following skills and experience:

3–5 years of QA/UAT experience with enterprise applications

Familiarity with Salesforce or Clariti platforms preferred

Hands-on experience with Jira and Zephyr (or equivalent)

Able to write and maintain detailed test plans and cases

Experience working in Agile teams and collaborating across roles

Strong written and verbal communication skills

Evaluation Criteria:

Relevant degree or certifications in Computer Science, QA Engineering, Information Technology, or a related field

Previous work experience performing QA/UAT in enterprise environments

Demonstrated experience using Jira and Zephyr (or equivalent tools)

Ability to write and manage test cases, traceability matrices, and QA reports

Familiarity with QA standards, internal testing frameworks, and Clariti or Salesforce-based platforms

Experience coordinating with developers, analysts, and business units

Demonstrated ownership of QA timelines, defect triage processes, and reporting
